CPG TRANSFER OF TITLE 

SYDNEY, NSW 10.00am June 30, 2005 - Q Base Pty Limited owner of Q Base Trust, Q Base International, Q Base Projects, Community Participation Guarantee (CPG), and CPG Projects, has accepted a notice of private sale of business to Luxley Enterprises. 

The off-market transaction which is scheduled for completion by end of December 2005 is speculated to involve a high premium to equity valuation and will include substantial debt-buy-back arrangements with the long-term financier. 

Q Base commenced trading in 1995 as an office management business providing business services and management consultancy. In 1998 the enterprise launched the CPG and CPG Projects as the market-based application of a ‘Guarantee Concept’. By 1999 CPG had enlarged under the aegis of Q Base Trust and obtained offshore operations the following year in 2000, as the trading entity expanded to encompass Q Base International. The enterprise is best known for its public action campaign ‘Community Participation Guarantee’ (CPG) and recent R&D products – MEF System, Existemetrics! – both currently in the concept and product development pipeline. 

The new owner, Luxley Enterprises (LXE HQ) announced its intentions to effect a comprehensive 90 day Business Change Management program re closure of business activities, transfers of title, physical properties and proprietary interests preliminary to operations takeover of CPG and CPG Projects related activities. 

Following inter-organisational engagements, CPG market exposures, project plans and client files have already been relocated to LXE HQ and designated for the LXE Private Clients Business. 

A public liaison officer for LXE Project Management Office (PMO) said the primary challenge for the transition period will be in ensuring completion and compilation of all client census data and client files, including migration of all archival materials to the LXE HQ facilities. 

The 90 day Business Change Management program is designed to be a seamless turnkey solution in terms of enterprise virtualisation, and deliberative protocols for business continuity. The CPG business will be onboarded relatively quickly and painlessly, he said.

Powder Bomber

NOXIOUS ATTACK ON BUSINESS PREMISES An unknown terrorist detonated a volatile powder bomb within the Q Base Office Management premises on Thursday evening.  The assailant presumably entered via the rear of the building and launched a plastic vessel containing a volatile cocktail of ‘white’ powder into the courtyard of Q Base Office Management.  The assailant’s powder bomb seems to have misfired as it exploded against the brick wall instead of glass containing wall adjacent. The powder bomb exploded on impact and emitted a volatile burst of foul-smelling odors. A CPG worker who was in the building at the time of the attack said that it was “terrifyingly sudden” and then belched a “foul smell of rotten eggs and rotten milk.”  Immediately, the assailant (who was not properly sighted nor identified) could be heard scurrying away from the scene.
